Geotarget vs. Geofencing

We don't have the ability to geotarget on Geofencing.  
Geofencing doesn't have geotargeting because the fence is THE target.  Anyone who crosses the fence is the target, regardless of where they go.  In most instances, they stay and live in the area but in rare cases, someone crosses the fence and then goes on a trip to New York City.  If that happens and they're still in the impressions window they are still qualified to see the ad. They are still qualified because they met the criteria for the campaign of cross our geofence location and qualify to see the ad for up to 30 days thereafter.
